What I’ve noticed is that Optix is great at taking a completely unusable render (like anything with <100 total samples; i.e the 32 extreme noisy sample provide above) and making it look pretty good. However, if your original image is already pretty good (like yours) I’ve found it to produce either artifacts or make minimal gains.

I have observed the same.
Some other renderers use Optix only in interactive rendering modes, but use other denoisers for final frame denoising.
