Orientation from bone to empty

Hello,

when I make a copy rotation constraint on a bone with empty as a target I get a strange rotation. That’s because empty xyz axis has a different rotation than a bones xyz axis.
How do I make xyz empty axis align to bones xyz axis?

I just need to copy rotation from bones to empties to get the same axis rotation on both, then apply transform, and then copy rotation from empties to bones to make them rotate the same.
