Orientation of Halo Rings

I’m trying to make a laser affect using Halos. I’m using the ring, line and flare affect. However, it is always angled towards the camera. I want the angle to be fixed (so the rings will appear to be flat from one angle, but tilted from others.) How can I do this?

Also, how do you get the light from Halos to reflect off of the nearby objects?

You don’t and you can’t, I’d use textured planes as particles.
