out of focus??

How do you go about rendering something and only focusing on the foreground?Thus blurring the backround or whatever objects are in it?

I’m using this picture as the reference for what I want to do! His Poor Pluto made me want to animate! I can’t believe I’m older than him!The shame!haha! Anyway,can anybody offer some advice?

It’s called Depth of Field; select the Camera and look in F9 buttons. Search for Depth of Field or DOF.
