What you say is not entirely correct because as said in my previous post, for me BLENDER 2.81a with W10 works properly.
First of all, get into the habit of testing a new version by installing a portable version of BLENDER (in a separate directory):

after having “unzipped” all the files in this directory, go to the directory [2.81] and simply add a new folder which you name “config”.

when BLENDER is launched, it checks, in its installation directory, whether or not the “config” folder is present.

NO => then it retrieves these configuration parameters in the “config” folder located by default in the following location (C: \ Users \ xxxxxx \ AppData \ Roaming \ Blender Foundation \ Blender \ 2.81)

YES => it uses the parameters contained in the “config” folder located in its installation directory

Before that, you can restore the startup file and default preferences:
- File Menu > Defaults > Load Factory Settings
