Paint slots, create new texture vs. use existing

Something I’ve noticed when texture painting; when I have an object with a texture applied and I go into texture paint mode, there is no existing paint slot. I have to create one. As soon as I do, the new texture is added to the list of textures in the texture panel. Creating a new texture in the texture panel does not add it to the paint slots in the texture paint panel. There is also no way to import a texture from disk into a new paint slot. Is there something I’m missing here?
