Panning, scaling, oscallate, bloom? How do we animate and manipulate textures?

I am working on some special effects for my game and I would really like to have a panning texture for a flowing water effect.

I also have some Lava in my game, it would be really neat to have a bloom or glow effect surrounding the material.

Thank you for any help.

Google has failed me on this one, the only bloom I can find is a post processing filter script for HDR lighting.
