panning while tracking and rotating, ipo's?

I realize this has been asked in a different thread.
However, the question was not answered.
I have looked through as many manuals and tutorials as I know about, I’ve searched the forum (thus finding the above thread) and not found an answer to vertical tracking without flipping the camera.

I am trying to pan an object into a scene while maintaining a smooth rotation along it’s center in what amounts to a parabolic shape (using a bezier circle for the rotation) without the camera flipping it’s axis.
I’m beginning to think the best way to do this is to make the pan post pro. I can think of a few different “quick fixes” for what I’m specifically trying to do.
Still, I would like to know the best way to handle this to be able to control the camera, not be at it’s mercy.

Is what I’m trying to do in the above scenario something that can be done with the camera? Or should I just settle for animating the object and rotating the camera?

just animate the camera rolling up by two Ipos; in side view of the camera, ipo current rot in frame 1. Hit up arrow to go to frame 11, rotate it 180 degrees and ipo rot it. In the Ipo window, right-click select the rot curve and Extend Mode Extrapolate it. it will now rotate 360 every 20 frames forever.

The flip is caused by the internal coordinate geometry used to express rotation.
