Particle Hair is not following vertex group on right side

I’m doing a tutorial here: https://www.youtube.com/watch?v=c2KO9svSdKU I think I made the vertex groups right. But when I attempt to add the hair in the particle system, the hair is going all over the face on the right side. Can someone tell me what I am doing wrong and how to fix this?

Quick fix: move the particle system above the subsurf in the stack by clicking on the up arrow:

Thanks. I ended up cutting them off in Particle Edit Mode. I moved the particle system above the subsurf anyway.
