Particle Object onto Mesh like below :

So my goal is to create this:

The reason why I posted this in particles forum is because that’s how I need to create it.
I’ve supplied a blend file and you can see that the squares are not sitting on the mesh for some reason.
If someone could create a basis for this or a detailed explanation how I could achieve this please post below

(For those of you who haven’t noticed this is the bodice of Elsa from Disney’s Frozen

You need to set the origin (orange dot) of your torso pieces to the center or front of the mesh.
