Particle System Hair Problem

I am trying to add some microdetail to my model but the Particle System behaves in some way that I don’t understand. First picture shows the Vertexgroup highlighted. The faces are all flat so the hair should ‘grow’ straight, but in the second picture, as you see, it is growing at an angle. How do i fix this? Played around with the rotation settings in the Particle System but there wasn’t a way to fix it.

To fix hair orientation in the past I’ve had to recalculate normals.
In edit mode select all the vertices, and Shift-N is the hotkey.

Recalculated the normals but the problem is still there. I duplicated it and made the faces as a new object and now it does the job. But I am still wondering how to fix it without an extra emitter

emit from faces is checked

If all fails, you could use the Combe.
