Particle trail doest follow emitter?

I am making a simple radar sweep. But my particles refuse to emit from the sweep arm. Even baking at 1 frame accuracy doesn’t fix it. Please give the .blend a try and tell me what I have got wrong.

Under Render rollout click the X next to parent. You have them parented to the plane.

Thanks, I’m still not sure what this implies? Can you explain what it did. What is the difference in space it was using?

EDIT:

I couldn’t get the halo material to fade out the particles over time so I created a curve circle and changed it’s size over time with a ramp blend.
