Particles rotate when the emitter rotates


Can anyone tell me how to get the particles to stick and not unearthly rotate when the object rotates?
I just want the root to get fixed, not rotating, but also to get some physics on them to have some softbody properties.
Is this posible to do with particle system?

Bumping this, please any idea how to get that the particles don’t rotate when the emitter rotates? Still I didn’t get a solution.

I found some some workaround with particle instance modifier, but still cannot get total control over the particles like the randomness of the particles and so on. I need to do it with the hair particles.
