Several ways, I suspect. You could use a hook attached to the empty to move one group of vertices, or use the empty to control a bone associated with that group. Note that the pinning group in the cloth tab should contain all the vertices that you want pinned (i.e. both the stationary ones and the ones following the empty).

Thanks for replying so quickly. To give more details, I need the outer vertices of a circle to stay in position and the middle ones to follow an empty.

ok, I found another way to do it, by using a sphere to push the center outwards.
Here is a picture of the test:
As you can see it looks nothing like the mirror man effect seen here:
I also did a test without pinning:
, much closer. I need a way to combine the creasing effect of not pinning with the stability of the pinning method, any thoughts?

To get the creases you need ‘spare’ cloth material. Here I’ve used a shape key to shrink the outer edge as the centre is pulled out (i.e. no bones or empties needed):
