Please Help! Bone Heat Weighting Failed

Everytime I try to parent my armature to the mesh of velociraptor I’m trying to make, it says “Bone Heat weighting failed”. I’ve tried removing all non-manifold geometry, interior faces, floating verticies, and others, but It still doesn’t work. I guess I’m a bit of a noob… :frowning:
