Position distribute (geometry nodes)

Hello, someone know how to manipulate position (facing) of sampled object (B)? I would like to make that surface face equally outward the main object (A).

Also additional Question. Is there possibility to set (instance) object into chosen vertices? I would like to create fractal looking branches so i need to dismiss chosen vertices inside that branch and focus mainly on endings.

Ive tried to do it manually but it consumes a lot of time, and im looking for different appearance too.
