Problem with Animation Actions. unwanted mixing

I am having problems with the animation. I try to create an animation that contains only specific bones, but other bones are getting included into the action. And those bones are hidden, even though they are included. I can’t figure out how to exclude all other bones. The model is to be used for a Godot project. So the eyes will blink. The idea is to run the close and open eye animations, which only contain the eye lid bones. Allowing me to have the avaitor blink it’s eyes during any other animation. (2.7 MB)

Well it seems I cannot animate eye blinks this way in Godot. But I still would like to know how to fix this problem.
