Select one of the Spots, hit W, choose Clip End, and extend it to at least reach, and preferably pass, the object you want to light. Do the same with the other one and you should see a difference.

…and welcome to blenderartists…

Both cameras and spots have have a “clipping range,” represented as a start-to-end range of distances from the spot or camera, such that anything which falls outside of this range is not “seen.” (Less-obviously, the 3D Viewport has the same thing…) You must set these values appropriately, to ensure that what you intend to be in your picture (a) receives light, and (b) is visible to the camera in question.

Allready checked for that…

Edit: sundialsvc4, shouldnt al least be blue if its out of range?
