If you create a plane, select its face, hit I, select it’s new inserted face, extrude down a bit, then scale the entire object on either the x or y axis, then try beveling the edge loop connected to the extruded faces, you don’t get a perfect square bevel and I need a perfect square bevel. Applying the scale didn’t do anything for me. I am using blender version 2.73a. Thanks!
The solution is to do the beveling before your scaling step, and instead of scaling - select and move the verts to create your x or y size increase.
Or inset middle face again.
