problems with scaling , rotating

hi
im having a problem with my problems with scaling and rotating a object. Let me try to explain. Wen trying to scale say along the Z axis my whole object moves and dosent actully scale. The same with rotating the object itself dosent rotate it rotates across the screen.
I think ive locked something but dont no wat.
ill add some screen shots and hope you can see wat i mean.

above im scaling you see that the object moves competly it dosent scale.

Blend file ?

Change pivot point from 3d curser to bounding box (comma key) ?
