Problems with the custom hotkeys settings

Hi,

I am back to Blender after few years, trying to set few custom hotkeys, having difficulty with one in particular:
I try to set “shift + Left mouse button” to pan

I can change the hotkey in the settings but it works actually only click per click to pan.

I would like to shift+hold Left click and pan around.

Any idea how I can set that up?
