Procedural Haircoat with Whorls?

Hello all! I’m working on this horse model, and I’ve gotten some really nice procedural hair. The lie (direction) of the hairs is acceptable on the whole, but I’d like a way to have the hair lie in the actual direction it generally lies in, complete with hair whorls where it changes direction. I’m at a loss where to start with such a thing, since the way I got the hair like this in the first place was to stretch the noise texture. Is there a way to tell Blender to stretch the noise texture depending upon where it is on the model? Am I making sense at all?
