is there a way to input/access python scripts other than the text window.
i don’t want to change to a us keybord, for the reason.

The scripts are plain text files, you can create them in any editor you like, save them (the extension is irrelevent, but .py helps) and then load them in Blender (choose Open instead of Add in the Text window).

but is there a gateway to actually work and debug outside the textwindow?
Try looking for SPE, a python editor from within Blender.
