I would like to know how can I do to realize this effects with blender? I’m a noob.

Welcome to Blender! If you haven’t already, download Blender. Go to the documentation site wiki.blender.org and start doing the Blender Summer Of Documentation series, beginning with 1.6. When you have modelled some of those strips, post your specific questions here and we’ll help you along.

That image uses about 5 tools: Modeling Curves with Bevel, Materials, Backbuf images, Particles, and Compositing. Documentation on those tools can be found here: http://wiki.blender.org/index.php/Manual,
