Why does it randomly jump?

Hi, what did you use for the collision shape setting on the cylinder?
I have it set to Mesh: Final, when I set it to cylinder it doesn’t bounce at all.
Are all the normals pointing the correct way, both on the cylinder and ground?
Is the origin of the mesh centered on the geometry?
Yes, after reading the manual, it says the Mesh setting for Rigid body collisions is unstable, so that could be it too.
Yes you need to use cylinder and then try tweaking other settings. As well as the ground surface.
this is a simple scenario which will work in Blender perfectly. But it could be several reasons. So if you provide your blend file, we can help you for sure.
