really short question here! it's about coding and glsl

must a person first learn python and how to code in the bge before using stuff like parralax mapping or displace mapping?

Parralax maps, displacement maps, etc are implemented via glsl scripts, not python. I am not sure however on the specifics of implementation. You could see how normal maps were implemented before the BGE got its GLSL mode, as they used to be implemented with glsl scripts then.
