Replace polygons of the object with instances of a mesh

Hello, is there any way to replace each polygon of a mesh with another mesh (something like shown on the picture)? Preferably so the mesh conforms to the relative width and height of the quad polygon, like in Zbrush’s Micromesh tool

Not sure if it’s exactly what your looking for, but there is the tissue add-on.

That looks exactly like what I need, however it doesnt install correctly (missing Tesselate panel). Awaiting reply from the creator.
