I’d like to figure out how to set up a good scale shader in cycles, but my attempts look off thus far. Could someone maybe post a sample node setup or some ideas on how to make it look right?

I see. Well I can’t help you there specifically, but I just tried appending the material into a 2.79 scene and it seems to work ok. I didn’t dive deep into the nodes, though, so I don’t know if there is anything 2.80 specific going on in there.
What I used to do in the past (for things like dragons), I would model the actual repeating scales in 3d, bake highres displacement map from those and use that as repeating texture in the shaders, although that depends on your topology, some planning ahead is required with this.
