Retopolgy Site Mesh

I have a site mesh from archicad, its all tris, I there a way to retopo the mesh into Quads ?
I need to have a decent mesh for painting vertex maps for vegetation using the particle system.


May need to remove doubles before hand. Hit Spacebar and type in Tris >Tris to Quads. May need a bit of cleanup.

How do I know that it has worked ? Looking at the mesh its still in tris, I know in 3dsmax you can convert edit mesh to editpoly but thats only changing the modelling mode, its not changing it to quads, is this what is happening with tris to Quads?

Is there anything in Blender that can Retypo like this ? Remesher looked like a good start.
