Retopology in Blender 2.9+

Hi all.

I know this subject has been covered already in this section, but I cannot access streaming media on the network I am attached to, (security set up), so I cannot watch most tutorial links.

Is there a retopology tool in Blender 2.59+, (as in 2.49), or do I have to use the addon that changes grease pencil lines to mesh shapes, or the grease pencil with “surface” selected, (native to Blender).

Attempts to use these options do not give the same control as snapping vertex and edges to a surface individually.

Combination of snapping vertices to faces, grease pencil as you’ve mentioned, bsurfaces addon.
If you cant see videos you can still use a search engine like google to find written tutorials
