Is it possible to create or fake retroreflection in Blender?
Yes, just use Raytracing and crank up the RayMirror value and its Depth value.

Another idea is to use a normal mapped texture colourband with a REALLY small yellow dot in the middle of a black gradient.

I mean this (BLEND FILE)
Each of the three planes has the same texture, only the middle one is turned to the camera.
Render the animation and see what happens as the spotlight passes over the tiles.
