Ok on one PC rigging is fine, when i transfer rig to my second PC or even make a rig on my second PC it is disfigured.
can any one point me in right direction???

Have you reinstalled Blender on the second PC?
Also, on the second PC, click File->Load Factory Settings and click the little confirm button that pops up. Then add rigify meta rig, and generate it.
You’ve got autorun disabled. Either enable it in user preferences file tab. Or click the Reload Trusted button in the header, and click the revert button that pops up, when you load a file. From my testing it has to be enabled to generate a new metarig.
