Rigging eyes problem?

:eek: Hi, my eyes are like a separate object from my main mesh, and so is the cape that I made. The problem is that I rigged the whole character but the eyes and the cape always stay in place and that causes distortion.
I am trying to develop a walk cycle etc… but my questions are:

How to connect the eyes to the rig?

How to animate the cape?

What would be a good way to start animating it? (I used to do 2d animation, but this is pretty new to me)

I can post a rigged picture of my character with bones if anyone needs to see it…
