Rigid body "start deactivated" not working

I want to do that an object starts moving when other object touches it, but I activated the option but the object falls without anything that touches it, like if the “start deactivated” option wasn’t activated

You have to select all pieces then click on “start deactivated” during pushing “alt” key

In comments after a Youtube video on animating fracturing objects, someone recommends clearing the physics cache. How to do that? I don’t know yet.

Ctrl+A fixes the issue when you rotate and scale
