I achieved the effect by first importing my raw render and playing around with the Camera Raw Filter in Photoshop to get the lighting and colors I liked. Then I used Topaz Studio 2, chose an effect I liked there and exported it as an PNG, and blended it together with the image I had composed in Photoshop.
That’s basically it.

Both are easy,

Camera Raw Filter are just sliders and play around with them and if you think it looks better then keep that setting and move on to the next slider.

Topaz Studio 2 is also easy if not easier since they have a ton of presets to choose from.
