What about using noise and a checkered pattern on a grid to make the raised hilly effect - not sure if that’s clear what I mean - I’ll do a quick demo in a bit…

You can use a mix of proportional editing (activate it by hotkey O), and a displacement texture (in the material panels)

In the newer CVS builds you have an even better option which is the new sculpt mode
