"Rolling ball algorithm"

Currently I am working on one project in Blender.
I have some model and I need to use a “rolling ball algorithm” (i am not sure about the name) to create a “plane” around an object in specified distance. I need something like python script to do it (It would not be possible to model it manually), or maybe it is already in Blender (I am newbie and I couldn’t find something like it).
If you don’t understand me, there is an example: cube-roll-ball-more-faces.blend (604 KB), how it should work on cubes.
