Rotate selected faces with snap to not selected vertice?

Using blender 3.1

Is there a way to rotate the selected faces with snapping to the target vertice like shown in the screen shot?
The selected faces are not welded to the non selected faces.

I tried various snapping modes but had no luck so far.

You have activated “Affect ‘Rotate’” in the snapping tool?
You have to choose “With active” i guess.

yes, it is activated

In snapping, affect rotate and also deselect Project onto self. Set Transform Pivot point to active…
Hold the cursor away from the edge ring and on the grid fill and hit R+?axis, then when in position slide cursor to target vertex…
