I am using a background image for reference, but I need to rotate it ti fit the position of all the other images for the model, I just need to know how to rotate it.

You cannot rotate it within the settings of a background image. You’ll have to rotate the image externally and reimport or map to a plane, but that would not be the same as the background image feature.
