Rotation of bones is different in file1 and file2.blend

Hi all,
a small issue with a rigged mesh.
I have unconnected and unparented bones rigging a mesh (well all bones are parented to a unique “master bone”). Here is the mesh with 3 bones selected

When I apply a Z-rotation I get this, which is not what I want

Strangely, when I append the mesh+armature in a new blender file, I get this, after a Z-rotation :

which is what I want. So why is the behaviour different in the two files ?
Thank you all for your help

One is global one is normal. Look at the header. How are you moving them.

Switching to Global or Local changes nothing.
However, the Pivot point panel was the problem.

Need to be on “Median point” not “Individual origins” !!!
Thanks for helping

Great you found it!
