rounded cloth doing strange physics

so i was doing a quick trial of seeing how a wizard hood simulation would work out before i go and decide to model a whole human and the rest of the robe so this is my results

now it appears that the cloth material is being attracted to the center point and wanting to go upwards and then backwards instead of just falling wondering is any1 else has came across this problem or not also i was origionally wnting to color the inside of that hoode the blue color and the outside black wtih some slight blue trim but it seems i can only get the trim done without making another quick model some adive on that wuld be great to
