S Scale preset

I have just started to get into blender, so I apologize if this is stupid.

I select a certain part of my model and press s to scale it to wherever, but it has a preset path for me?

It goes straight from 0.1 to 0.2 and so on, so I cant go anywhere in between.

Ensure you do not have snapping enabled (magnet icon on 3d view header)
