scaleing question

I am currently modeling an airplane’s cockpit. The panels are rectangles but with one side longer than the others. Sence I want to have a higher resalution than a normal bevel i have been doing the cuved edges of the rectangular prizsms by hand. I normally accomplish this by scaleing on the x and z and grabing on the y to get a better beveled edge.When I scale though, the longer side of the rectangle scales more twards the center than the other. I was wondering if there was a feture that allowed me to have all sides of a rectagle scale an equal distace toward my 3d cursor. Thanks for all the help you can provide.
