They give the data block a Fake user so it does not get deleted when you close blender
They’re fake users, they’ll be found in materials, particles and probably a few other spots.
It’s significance is that many objects sharing identical settings can be affected at once. The number represents how many items are affected.
When blender is closed items without associations are cleared. A fake user enters the equation giving the software a prompt to retain the item, in this case a brush.
