Could it be possible that when you select fill the fill layer is automatically selected.
I find it annoying that i have to select the fill layer seperately.
How can i set this option myself for example by letting me know by a message.
Not unless you can code something yourself. Thing is, how do you do the same thing in say Photoshop? The way it works there is that you either work on your already active layer or you choose a new layer before or after you change your tool - the tool choice doesn’t make that choice of active layer there either. If you do find a way to couple the tool to the layer, good luck doing anything else on another layer wirthout having to click that next layer.

Not i am no photoshop user. I use linux.
Cool, I was a Linux Mint user for awhile til Windows got more complicated with the installs.
Substitute Gimp for Photoshop then, same issue. Active Layer doesn’t determine your Active Tool, and Active Tool doesn’t determine Active Layer. Same for any software that uses a layer stack of some kind.
