I’m using a GTX 1080 on this machine, have the latest drivers, and the CUDA development kit, but I still can’t change the Compute Device. In fact, I can’t even see the selection “None”. The button doesn’t show up at all. Here’s the screenshot for my user preferences.
I haven’t seen anyone else with this issue yet, so I’m not sure if this is isolated, a bug, or just my stupidity,

These are often crippled.
99% of Cuda problems are driver related.
You can check Blender for Octane demo, if this want work too it is something with your system.
This demo use GPU render engine Octane instead of Cycles.
If it work it is something wrong with your Blender installation/setup.
No, after the creators update, i downloaded the latest version of blender. i then downloaded the drivers from nvidias website. The drivers are the ones from nvidia, not the automatic ones from windows.
It was working about a month ago, which was the last time I used Blender. There was someone that used this PC for two weeks, but they don’t touch the hardware or Blender. It could be the new version of Blender, but I haven’t seen anyone else report the issue on any Blender forum yet. The only issue I’ve seen thus far is not being able to select CUDA when using multiple GPUs. Seeing as I have only one, that shouldn’t be an issue.
