Self-Collision Deformation?

I’m not sure if I’m able to explain this very clearly.

Is there a way to have a mesh deform with some sort of self-collsion detection system?

For instance, on a human mesh, when you move your forearm to be pushed against your upper arm, the bicep area deforms as the forarm pushes into it.

Would this require some sort of muscle simulation system? I know some of the major 3d packages have this, but does Blender?

blender does not

for this you need to hand animate it eather with morph targets, bones, or lattice deformation.
