Shawl/Clothes clipping into shoulder of a low poly model

Hello world! I’ve been working on a PS1-esque character when i got stuck on rigging her shawl(?). It goes below the shoulder, so deleting the shoulder underneath won’t do.

I’ve checked to make sure the vertices aren’t weight painted to a different bone. Any help would be appreciated :]

The problem is that you don’t have enough vertices to represent the movement you want. You’ll need more vertices to get the level of deformation in question

I added some loop cuts and fixed the topology of both the shoulder and shawl :]
I realized the faces on the shawl and the ones on the shoudler don’t line up with each other that well? The pictures say more than I can :,] I hid some faces in hopes that others can see it better
