does this still pan around the screen in 2.6+?
mine does not do this. it brings up lots of win 7 screens.
maybe it is the problem with a wireless Logitech mouse and keyboard.

By default, yes

Anon, I have a M560 mouse that I had to change one of the buttons to make work like a middle mouse button, and every so often, I have to “reconnect” or reboot to get it to work properly.

I now use a regular mouse. problem solved!
