Skin weights being averaged automatically across mesh?

Trying to skin a rigify armature. Above the knee joint I have all to thigh influence (1.0) and below knee I have all to shin bone (1.0). There are no other dorm joints affecting the vert groups. So someone please tell me why is the edge between the two groups that are totally weighted 100% to separate bones still being averaged across the mesh? This is making me crazy…:spin:
